Carnegie Hill (CHI)

Outpatient
 Substance Use Treatment Center

Carnegie Hill (CHI) specializes in supporting individuals navigating substance use and behavioral health challenges through compassionate counseling and mental health services. Our mission is to transform lives through collaborative, person-centered care. For over 40 years, we’ve been committed to providing personalized support tailored to each individual’s unique journey.

We provide care for a wide range of substance use and behavioral health concerns, including the use of drugs or alcohol, tobacco, gambling, technology use, sexual behaviors, and more. We also offer support for those participating in DUI-related or court-referred programs. Our services include a variety of short- and long-term therapeutic approaches, medication-assisted treatment, harm reduction strategies, and rehabilitative support.

Carnegie Hill CHI is a private, non-funded facility regulated by OASAS, and includes two distinct programs, both thoughtfully located within the same building in the Carnegie Hill neighborhood of Manhattan’s Upper East Side.

  • Our Opioid Treatment Program (OTP) is located on the lower level.

  • Our Chemical Dependency Outpatient Program (CDOP) is located on the main floor.

We welcome all individuals seeking respectful, effective care in a confidential and supportive environment.

ABOUT US

Our Programs

Our programs offer a wide range of group counseling sessions that support individuals through every stage of their recovery journey—from developing strategies for maintaining wellness to navigating life in recovery. We also provide individualized counseling services with varying levels of intensity, personalized to meet each person’s unique needs and goals.

Our Opioid Treatment Program (OTP) includes individual counseling in combination with Medication-Assisted Treatment (MAT), delivered under the guidance of our compassionate and experienced clinical team. We work collaboratively with each participant to ensure their care is respectful, evidence-based, and aligned with their personal recovery path.

We provide care for individuals experiencing opioid use challenges by addressing both the physical effects and underlying emotional or psychological factors through a comprehensive approach known as Medication-Assisted Treatment (MAT). This evidence-based model combines the use of medication to help manage withdrawal symptoms and cravings, with regular counseling to support long-term wellness and recovery. When used together, medication and therapy have been shown to significantly improve outcomes for individuals working toward recovery from opioid use.

Our Chemical Dependency Outpatient Program (CDOP) is designed to support individuals navigating challenges related to alcohol or other non-opioid substance use, without the need for inpatient treatment. Distinct from our Opioid Treatment Program (OTP), which is focused specifically on opioid use and includes medication-assisted treatment, the CDOP offers a broader range of therapeutic services—including both group and individual counseling—to address concerns related to substances such as alcohol, stimulants, cannabis, and other non-opioid substances. Each care plan is personalized to align with an individual’s goals, needs, and stage in recovery. Across both programs, we are committed to providing respectful, person-centered care in a supportive and inclusive environment.

Our Process

To begin services in either of our programs, prospective patients start with a brief admission screening, which can be completed by phone or online. Once the screening is complete, our team will reach out to schedule an in-person intake appointment at our clinic.

During the intake process, you’ll complete some initial paperwork. If you are starting treatment with methadone or Suboxone, we’ll also coordinate off-site laboratory testing at a nearby Quest Diagnostics location.

All services are available in both English and Spanish, and our team is here to support you every step of the way.

Our History

The late Dr. Harvey D. Karkus, our beloved founder and director until his passing in 2017, opened Carnegie Hill Institute in 2003 with just three patients. A true visionary and one of the earliest providers of Methadone Maintenance treatment in New York City, Dr. Karkus dedicated his career to delivering care tailored to each individual’s unique needs. His commitment to personalized, compassionate treatment continues to inspire our work today.
